New COVID-19 Health Order
Santa Clara County Public Health Officer Dr. Sara Cody has announced an updated Shelter-in-Place Order that extends the existing Order through the end of May, BUT ALSO eases specific restrictions for a small number of lower-risk activities including allowing:
  1. All construction, subject to a set of safety protocols for large and small projects.
  2. Outdoor businesses including nurseries and gardeners, subject to Public Health Office guidelines including social distancing.
  3. All real estate transactions (rather than just residential), but still subject to restrictions on open houses.
  4. Childcare facilities, summer camps, and educational and recreational programs for children of the expanded group of people now allowed to work under the revised order, subject to continued size and group limitations.
  5. Certain outdoor recreational facilities that do not involve contact sports or high-touch equipment. Some areas where the local orders would allow activity to resume are still prohibited under the restrictions imposed by the State’s Shelter Order, and the stricter of the two orders controls.
Dr. Cody joined the Health Officers of the other six Bay Area counties (and the City of Berkeley) in announcing the changes, which came after significant research and discussion amongst the region’s Public Health Departments using science and data to guide their decision-making.

While the decision of what businesses can open rests solely with the County Health Officer and is not voted on by the Board of Supervisors, I am in daily contact with the Public Health Office to convey the ideas, concerns and complaints I hear from my residents to provide a complete picture of what is happening on the ground.

Many of you have contacted my office expressing frustration and anxiety over the current health and economic crisis. I hear you. I, too, am concerned about where our economy is headed if this continues much longer. I hope to see our citizens take personal responsibility by wearing masks and maintaining safe distance even as business after business are reopened.

Believe me, I’m eager to open the economy and agree with San Jose Mayor Sam Liccardo’s sentiment that soon there must be a transition from focusing on “saving lives to saving livelihoods.” We must manage the reopening of our economy by monitoring our hospital capacity so as to ensure a bed exists for all who need one and continue to be hyper vigilant regarding our most vulnerable in care facilities.

Winston Churchill famously quipped, “If you're going through hell, keep going.” Keep going we must, and we will. Your patience and cooperation are greatly appreciated, and I believe that we will get through this only by working together. Property Tax Relief
In order to provide some tax relief for property owners, my colleagues and I approved waiving late penalties and costs related to the Secured Property Tax bills that were due on April 10, 2020. Normally, late payments earn a 10% penalty. If you have already paid your taxes with penalties, you can expect a refund of the penalties over the next few weeks. 24-hour Friendship Line for Seniors
Are you a Senior living alone? Do you have elderly parents or friends who might need some help? The Institute of Aging 24-hour toll-free Friendship Line is a crisis line for older adults and adults living with disabilities. Specialists at the Friendship Line offer emotional support, elder abuse reporting, well-being checks, grief support, active suicide prevention, as well as information and referrals for isolated individuals. VMC Heroes Honored

While most County residents are isolated at home, medical staff are working around the clock to fight COVID-19. Santa Clara Valley Medical Center staff in San Jose were greeted recently with well-deserved applause, cheers and signs of support from first responders including the San Jose Police Department, Santa Clara County Sheriff’s Office, Campbell Police Department, San Jose Fire Department and Santa Clara County Fire Department. We salute our healthcare heroes!
